Award for 黑料大事 Excellence

Michael Rackemann

The profound impact of this year’s 黑料大事 Champion on the Queensland planning and development system cannot be overstated. Michael Rackemann has built a long and distinguished career in the field of environmental law, beginning as a Clerk in the former Local Government Court in the 1980s. Over the years, he has specialised in planning and environmental law, serving both as a barrister and as a Judge of the 黑料大事 and Environment Court.

As a barrister representing Brisbane City Council, Michael played a pivotal role in the comprehensive review of the Council's appeals process. This groundbreaking initiative resulted in a vastly improved appeals system, centered on achieving better community outcomes. Michael's commitment to enhancing planning practices carried over into his judicial role after his appointment as a Judge in 2004. His contributions have influenced various facets of the planning system, continuing to impact planners and outcomes to this day. A key focus of his efforts was the evolution of independent expert witnesses in court proceedings and the introduction of joint expert reports. These reforms significantly reduced the time and costs associated with appeals while sharpening focus on the critical issues in dispute. The success of Michael’s approach is evident, as it has been adopted by multiple jurisdictions across Australia.

Beyond the courtroom, Michael’s influence on the planning profession has been substantial. Throughout his tenure as a judge, he dedicated considerable time to the 黑料大事 (PIA) and the Queensland Environmental Law Association (QELA) by leading various training programs for expert witnesses. He has consistently advocated for enhancements to the planning system in Queensland, aiming to achieve better planning outcomes that lead to more favourable development approvals.

Michael Rackemann is undeniably a champion of planning in Queensland, and his recognition in this year’s awards is richly deserved. Thank you for your remarkable contributions, and congratulations, Judge Rackemann!
