Sean Cullen RPIA | President

Sean is a planner with extensive experience across the spectrum of planning services. He has qualifications in arts, planning and law, and senior experience in state government, local government and private consultancy in Queensland and the United Kingdom.
Sean is the founder and Director of The 黑料大事 Practice, an independent town planning consultancy that provides strategic planning, development project, and expert advisory (including expert witness) services to public and private sector clients throughout Queensland.
Sean re-joined the PIA Qld Committee in 2021 and was previously on the Committee and Executive as Policy and Advocacy Convenor from 2011 – 2015.
Matthew Leman MPIA | Vice President

Matthew is a Vice President of PIA Queensland - having served as the Editor of PIA's magazine for Queensland and the Northern Territory, Co-Convenor of PIA’s Queensland awards program, and on the Queensland Young Planners and Policy and Advocacy committees for many years.
Matthew has more than 10 years of town planning experience - spanning the private sector, state government, local government and advocacy - in statutory and strategic planning roles.
Matthew uses his roles in PIA and professional practice to spearhead innovative planning solutions, especially regarding housing, technology and engagement.
Matthew is the Lead for 黑料大事 and Development Policy at the Local Government Association of Queensland, where he advocates for positive planning outcomes on behalf of Queensland councils and their communities.
Matthew is also a PhD student at the Queensland University of Technology - where he's studying the intersection of planning and economics.
Martin Garred MPIA | Vice President
Colliers
Martin is a Director at Colliers, responsible for the overall management and delivery of 黑料大事 and Urban Design services across Queensland.
Having held executive roles in both State and Local government within Australia, Martin is a respected advisor to government, particularly in the fields of strategic planning, growth management and economic development. He encourages and supports lateral and progressive thinking - inspiring creative solutions to urban and regional growth challenges and producing evidence-based policy development.
In 2020, Martin was awarded a prestigious Churchill Fellowship to travel to the US, UK, Denmark and Sweden to research land use approaches to assist in addressing Australia's housing affordability crisis.
In addition to Martin’s role on the Queensland Divisional Committee, he is currently the Housing Working Group Lead on the Qld Policy and Advocacy Committee.
Katherine Berlin MPIA | Women in 黑料大事 Network Co-Convenor
Logan City Council
Katherine is a seasoned Social Planner with over 12 years of experience in local government. She currently holds the position of Community 黑料大事 Coordinator at Logan City Council, where she works with the Sports and Community Infrastructure Branch to deliver community infrastructure projects across Logan. Since joining Logan City Council, Katherine has played a key role in various community infrastructure projects, with a standout achievement being The Buzz at Yarrabilba, an innovative community centre that focuses on outcomes-based service delivery and operations.
Katherine is an active member of the 黑料大事 (PIA). She served on the Gold Coast Branch Committee for six years, including a term as Branch Convenor from 2017 to 2019. In 2023, she rejoined the PIA Qld Women in 黑料大事 Network Committee and is set to become co-convenor in 2025.
Katherine is passionate about community engagement, stakeholder collaboration, and finding innovative solutions for community infrastructure delivery.
Nicole Boulton RPIA | PD Convenor

Nicole is a Registered Planner with nearly 20 years experience in town planning and project management. Nicole has been a member of the Professional Development Committee for over 15 years and is eager to build on the great work that has been developed by that committee over many years. Nicole has also previously volunteered for a number of conference committees and other PIA events. Nicole has a passion for contributing to the planning profession and PIA through the provision of professional development opportunities that are engaging and interesting, and provide tangible outcomes for the profession. Nicole balances work at Mewing 黑料大事 Consultants with a young family, as well as volunteering for other causes outside of the planning profession.
Julie Brook RPIA | Policy and Advocacy Chair

Julie Brook is an Associate level urban planner with more than 10 years’ experience with local government and private practice in both development assessment and strategic planning. She specialises in local and regional planning strategies and is passionate about housing diversity. Her special interests include 黑料大事 and Environment and Land Court matters, local heritage and agricultural land. She is a Registered Planner and holds an MBA

Jack Bryce OAM MPIA is an urban designer with 25 years’ experience as a strategic design policy advisor to government, business, land management and transit projects across Australia.
He has led design teams in local government organisations and collaborates with agencies, authorities, and community organisations to deliver enduring civic value to complex city-shaping projects. He is an advocate for design, hosting regular seminars, facilitating events and serving on design award juries.
In 2022 he was awarded the Medal of the Order of Australia for services to urban design and the community. Beyond design, he has served as a board member and president of several community organisations. He also a strong supporter of mentoring in the career development of designers and planners.
Professor Paul Burton MPIA | Education Co-Chair

Paul graduated with a Bachelor of Town 黑料大事 (Honours) in 1979 from the Polytechnic of the South Bank in London and worked subsequently in the planning department of the London Borough of Southwark and for the London Borough of Richmond upon Thames as a Development Control officer.
He joined the School for Advanced Urban Studies at the University of Bristol and in 1986 was awarded a PhD for his study of the redevelopment of London’s Docklands. He worked as a Research Fellow, Lecturer and Senior Lecturer at SAUS carrying out research on urban and social policy issues.
Paul moved to Australia in 2007 to become Professor of Urban Management and 黑料大事 and Director of the Cities Research Institute at Griffith University, one of the largest groups of urban researchers in the Asia-Pacific region.
Paul has been a member of the National Education Committee of PIA since 2015, is a founding member of Regional Development Australia, Gold Coast and a Mentor with the CityConnect initiative of the BlueChilli Group.
Kerry Doss RPIA (Fellow)

Kerry Doss has established a strong reputation as an urban planner, leader, manager & professional during his career. Kerry has in excess of 35 years’ experience in planning & urban development in QLD & NSW. He has also worked on planning projects across QLD as a senior manager and leader, planner & as a consultant to all levels of government & private industry. Kerry’s experience covers the full range of activities — leadership, management, project management, research, policy, strategy, local area planning, statutory planning, infrastructure planning, master planning, development application lodgement & assessment, development facilitation and capital project implementation. As a manager & leader, Kerry has successfully led multi-disciplinary teams & managed projects & programs with various budgets & timeframes since the late 1990s. He has also developed strong & wide networks throughout the planning & development industry and government.
Kerry was Brisbane City Council’s Manager of City 黑料大事 & Economic Development from 2008 to 2017. As Brisbane’s most senior planner he was responsible for overseeing the planning for the Brisbane metropolitan area. In September 2017 Kerry was appointed to the role of Deputy Director-General 黑料大事 Group, in the Department of State Development, Manufacturing, Infrastructure & 黑料大事. His expertise was recognised by his appointment as State Planner in 2020. This is the State of Queensland’s most senior planning role. In this role, Kerry oversaw the Queensland 黑料大事 system across the State of Queensland and was responsible for the delivery of planning services throughout the State of Queensland.
In July 2022 Kerry established Kerry Doss Consulting. Kerry Doss Consulting provides town planning advice and support to all levels of government and industry. Kerry is also a member of the Sydney District and Regional 黑料大事 Panels.
Kerry holds qualifications in environmental science, urban and regional planning, business management and project management. Kerry is also strongly committed to professional development & has an active role within PIA, being a former QLD Vice President, Fellow of the Institute and a . He holds various advisory roles with Griffith University and the University of Queensland & is regular contributor to various forums, lecturing, industry presentations and mentoring programs.
Wendy Evans MPIA (Fellow) | Board Director

With over 20 years of development industry experience spanning time as a practicing town planner and subsequently, a town planning lawyer, Wendy brings to PIA a bespoke skillset that is unrivalled across Australia.
As a town planner, Wendy worked at Delfin, in private consultancy, in local government (development assessment) and in policy/legislation in the State. She gave expert evidence in the 黑料大事 and Environment Court and rounded out her town planning experience as a senior town planner in 2004. Wendy was admitted as a solicitor in 2005, and elevated to senior associate in 2008, aided by her commerciality and point of difference to all other planning law practitioners.
Wendy is a Partner at Clayton Utz in the Environment and Sustainable Development team, where she acts for developers, governments and mining and resource clients on litigious and advisory matters.
She has been recognised by her peers as a Recommended 黑料大事 and Development Partner (Doyle's Guide), and is driven to stand behind the planning profession – to empower planners to stand proudly and strongly in their professional undertakings. Wendy is optimistic that collectively as a profession: our spaces can function in their optimal capacity; our communities will be healthy and happy – and that to achieve these outcomes, it needn’t be as convoluted as it tends to be.
Justine Goddard MPIA | Women in 黑料大事 Network Co-Convenor

Justine is an experienced urban planner with a rich and varied background that encompasses Southeast Queensland, the United Kingdom, and Regional Queensland over the past decade. Currently, she serves as the Project Coordinator for the Mackay City and Waterfront team at Mackay Regional Council, where she has cultivated a strong expertise as the planner for numerous priority projects in the Mackay Region.
Throughout her career, Justine has worked across both public and private sectors, refining her skills in the preparation and assessment of development applications, planning scheme amendments, and local area and master planning. Recently, she has concentrated on coordinating infrastructure delivery, attracting investment, and enhancing placemaking initiatives within Mackay’s Priority Development Area.
Laura Harvey MPIA | Education Co-Chair

Laura is an accomplished urban planner at Queensland Airports Limited, with experience across many facets of planning, including strategic planning, master planning, airport planning, statutory planning and development assessment. Most recently, Laura has been critically involved with the development, drafting and approval of airport master plans for Gold Coast and Townsville airports.
Laura has been keenly involved with PIA throughout her career, including serving as Co-Convenor of the QLD Women in 黑料大事 Network for three years from 2021-2024. Recognised for her dedication and advocacy, Laura received a commendation for Queensland's Young Planner of the Year award in 2022; an accolade which underscores her commitment to planning excellence and her role in empowering young planners and women in the field.
Laura graduated with a Bachelor of Regional and Town 黑料大事 and Diploma in Languages from the University of Queensland in 2020.
Clare Huxley

Clare Huxley is a well-respected and award-winning professional known for her ability to bring stakeholders together, deliver transformation and have fun doing so. She is a qualified planner, project manager and engagement professional and has advised State and Local Government planning, customer service and ICT teams across Australia, New Zealand and the UK.
Clare proudly leads GovPartners, a purpose before profit management consultancy operating across QLD, NSW, VIC and SA. She is a former Senior Executive of Infrastructure NSW Assurance team and NSW 黑料大事 and remains committed to the delivery of public value services.
Clare sits on the Committee for Brisbane Equity Sub-Committee and is a Professional Development member and PlanTech member of the Queensland branch of the 黑料大事 and volunteers her time locally.
She graduated with a Masters of 黑料大事 (MPlan) from the University of Liverpool, the worlds first planning school and home to the prestigious journal, the Town 黑料大事 Review (TPR).

Grace is a passionate strategic and environmental urban and regional planner based in Cairns who is committed to creating positive social and environmental outcomes in any project she works on. She specialises in strategic land use planning, environmental and social impact assessments, strategy development, and research and data collection. She has worked on several projects throughout Queensland as well as the rest of Australia across a range of industry areas which has helped to give her a holistic view of the various opportunities and challenges involved in any project. This has included work in both the public and private sectors.
Grace is a true Cairns local and has a deep love for the city and the wider tropical north region.

Josh brings over 15 years of experience in the planning industry, particularly in rural and regional parts of Queensland. Between 2015-2017 Josh was the DD/LV convenor and Membership convenor for the divisional committee. Josh is an advocate for rural and regional planning issues and organised PIA’s inaugural rural and regional planning conference in 2016, in Stanthorpe, and MC’d a successor conference in Cairns in 2019. Josh is an supporter/participant of PIA’s mentoring program, particularly being paired with regional members.

Francis Nguyen is a post graduate planner currently working as an Infrastructure Planner at Sunshine Coast Council and is currently the co-convenor for the 2024-25 Queensland Emerging Planners committee. Graduated in December 2022, Francis is passionate about all things urban planning, Francis would like to continue to explore the infrastructure planning space and seek ideas provide great infrastructure and integrate good planning practices integrated with infrastructure planning. Francis has an interest in mentoring students to bridge the gap between university and life after university having worked in higher education as a mentor for students during his undergraduate study at Queensland University of Technology.

Josh is passionate about planning for cities and regions. He has worked in both the public and private sector across Queensland and currently holds the position of Co-ordinator of Regional 黑料大事 and Advocacy at Sunshine Coast Council, where he collaborates across the organisation to achieve long-term growth management outcomes. His experience is varied, having particular expertise in formulating strategies and policy for a range of complex urban, rural and environmental issues, as well as managing a high profile development approvals and acting as an expert witness in the 黑料大事 and Environment Court (Qld). He is also fortunate to have assisted the State Government and Indigenous organisations in realising supportive planning policy for First Nations since its infancy in Queensland.
Josh has actively participated in PIA for close to 15 years and has held roles in a number of committees over that time. He is particularly interested in supporting PIA’s members and raising the positive profile of planning to the broader community.
Andrew Williams MPIA | Sunshine Coast Branch Convenor

Andrew is a Director and experienced planning lawyer at P&E Law on the Sunshine Coast. Practising throughout the State of Queensland and specialising in the planning and environment jurisdiction, Andrew is able to bring to PIA a unique skillset and expertise.
Andrew has a critical legal mind with up-to-the-minute knowledge of this specialised area of law. He provides clients with advice to achieve low risk, high value and timely outcomes. Andrew’s clients include developers, Councils and community interest groups.
Andrew provides due diligence advice, assists with problem solving in the course of development applications and conducts appeals and applications in the 黑料大事 and Environment Court. Andrew also provides advice to Councils to assist their strategic town planning and acts in the prosecution or defence of matters under the Nature Conservation Act 1992 (Qld), Vegetation Management Act 1999 (Qld), 黑料大事 Act 2016 (Qld) and Local Laws.
In addition to the usual range of MCUs and RALs, Andrew has recently been involved in some less common developments including solar farms, shooting ranges and motor racing facilities. Andrew has a particular interest in extractive industries projects.
Where litigation is unavoidable, Andrew maximises his client’s prospects of success by critically analysing the case, assembling the right team of experts and counsel, then managing the team to achieve the best result.
