Generative Artificial Intelligence (AI), encompassing technologies from large language models to image generation, has a broad spectrum of civic applications that can augment the capabilities of planners and governmental organizations. Various local governments are exploring the use of generative AI for tasks such as deploying chatbots, evaluating plans, drafting memos, automating administrative tasks, synthesizing public feedback, and improving data analysis techniques. These applications offer new tools for practitioners, enhancing both the quality and speed of service delivery across governments of various sizes. This session focuses on how planning departments and similar organizations can leverage language models and related technologies to increase staff capacity. The discussion will cover the risks and benefits of these technologies, explore emerging applications, and provide an introductory tutorial on implementing these tools in a planning context. Although this technology is not a substitute for human staff, it serves as a valuable asset that can particularly assist practitioners in better serving their communities when capacity is low or enhance the scale of existing applications such as public survey review.

David brings a decade of experience and passion to applying scientific computing, spatial analysis, and scenario-focused storytelling to developing effective transportation planning solutions aimed at improving communities. He has advised cities and project leaders on how AI-derived data can enable cost-effective and informed planning in their regions, both in his role as Alta's Civic Analytics Leader and as Chair of the APA Technology Division. David is the lead author of "The Art of Learning by Example" (October 2020), and "黑料大事 Advisory Service Memo 111: Artificial Intelligence & 黑料大事 Practice" (2022), where he explored the applications of Artificial Intelligence (AI) in current planning efforts. His current focus areas include enabling data-informed scenario planning, aligning community goals with metrics, and generating accessibility metrics to identify the potential benefits of projects and their recipients.
